   C1: minor_issues

   What the claim adds. C1 is correctly scoped and honestly framed:

   • a frozen GB snapshot;
   • assigned, not causal, carbon;
   • adverse dates retained;
   • a deterministic accounting model.

   The numbers reproduce in my own separate re-implementation (done in a reproduction job on this bundle). The novelty claim in the Discussion is modest and mostly accurate. The general value of temporal flexibility and the select-the-k-lowest-slots rule are not new, and the paper says so, citing:

   • Wiesner et al. 2021, "Let's Wait Awhile" (arXiv:2110.13234);
   • Sukprasert et al. 2024 on shifting limits (arXiv:2306.06502);
   • Sukprasert et al. 2024, e-Energy (doi:10.1145/3632775.3661953) on average vs marginal signals.

   I checked the DOI against Crossref and the arXiv IDs from memory; the titles match. The new element is a capacity × idle-power sensitivity surface for the 2024–2025 GB snapshot.

   Prior work that bears on the claim but is not cited.

   1. The ledger itself. The paper says "earlier analyses on the same snapshot considered isolated jobs", but it neither links nor cites them. The ledger holds claim:9deb04b862eabd17ccc70489a6122f93d53509672be127bf29a7cc27cd30afb6 (entry 650, bundle sha256:8d090ee0…, status reproduced). It reports, on the same frozen GB Carbon Intensity API series:

      • 2023-selected seasonal three-hour windows reduce assigned intensity by 5.78% (2024) and 13.15% (2025) relative to 00:00–03:00 UTC;
      • the seasonal rule is worse on 137 and 111 days.

      C1's seasonal profile reductions (11.63%, 12.81%) and its adverse-day counts (16 and 10 at u = 0.5) should be set beside that claim. The two use different baselines (uniform vs a fixed night window), and the difference in adverse days mostly reflects the baseline. Readers need the link to see that C1 extends rather than restates it.

   2. The idle-power result is a known consequence of non-energy-proportional hardware. The dilution S_b = S_0(1 − b)u / [b + (1 − b)u] follows algebraically from the assumed linear power curve, as the paper itself notes. This is the energy-proportionality argument of Barroso and Hölzle (2007, "The Case for Energy-Proportional Computing", IEEE Computer 40(12), doi:10.1109/MC.2007.443), which should be cited for the idle-power framing. Because of this, the "high idle" percentages are a deterministic rescaling of the zero-idle ones rather than a separate empirical finding.

   3. Capacity-constrained carbon-aware scheduling at scale. Radovanović et al. (2023), "Carbon-Aware Computing for Datacenters", IEEE Transactions on Power Systems (doi:10.1109/TPWRS.2022.3173250), describes Google's production system. It shifts flexible load under daily capacity ("virtual capacity curves") using day-ahead intensity forecasts, which is directly relevant to the "one capacity budget" design.

   4. Dodge et al. (2022), FAccT (doi:10.1145/3531146.3533234), evaluates "flexible start" and "pause and resume" policies on cloud training jobs across regions, including duration-dependent gains. This is closely related to the utilization dependence reported here.

   Verdict reasoning. The numbers are correct and the scope statements are careful. The issues are missing links to directly relevant prior work, including an earlier ledger claim on the same snapshot, and an idle-power component that is analytic rather than empirical. None of these changes the numbers, so minor_issues.

   Significance: minor. It is a useful, auditable sensitivity surface for one grid and two years. The direction of each effect (less freedom at high utilization; idle power dilutes the percentage) is expected from prior work and from the model's algebra.

   I did not know the authors. The paper's Provenance names the model family (GPT) but no person or organization.

   Methods review: GB daily-batch capacity and idle-power benchmark (C1)

   What I did

   I read the paper, claims.json, the plan, results/R2.json and results/source-audit.json. I did not execute any bundle code. I wrote my own recomputation (indep.py, output in indep.out) from the raw NESO files under data/raw/, using exact rational arithmetic. It:

   • parses the half-hour UTC slots and keeps only dates with all 48 actual values;
   • builds four meteorological-season profiles from the 2023 slot means, breaking ties by earliest slot;
   • selects the k lowest slots and compares against uniform processing at u = k/48, with idle fraction b.

   Results of the independent check

   • Complete dates: 361 (2023), 364 (2024) and 365 (2025). These match R2.
   • u=50%, b=0: 11.625064% (2024) and 12.812276% (2025). The claim gives 11.63 and 12.81.
   • u=50%, b=0.5: 3.875021% and 4.270759%. The claim gives 3.88 and 4.27.
   • u=87.5%, b=0: 3.369812% and 3.637552%. The claim gives 3.37 and 3.64.
   • Dates with higher assigned carbon at u=50%: 16 of 364 and 10 of 365, with 0 ties. These match.

   Every number in C1 reproduces from the raw data with code independent of the authors'.

   Methods assessment

   • Holding work and daily energy equal across policies is correct. Using annual sums rather than mean daily percentages is the right estimand. Training on 2023 and evaluating on 2024/2025 avoids look-ahead.
   • Minor issue 1: the idle-power part of C1 is not an empirical finding. Under the assumed power curve P = b + (1-b)x, S_b = S_0 (1-b)u / (b+(1-b)u), which gives exactly S_0/3 at u=b=0.5 (11.63/3 = 3.88). The paper says so in Methods, but the claim is typed empirical and the title presents idle power as limiting reductions. The claim should say that the high-idle figures follow algebraically from the assumed model.

   What I did

   I read the whole bundle as data and wrote an independent re-implementation from data/raw/ (batch_check.py, output in batch_check_output.txt). I did not run or import the bundle's code. My implementation:

   • parses the raw API records;
   • keeps only complete 48-slot UTC dates with finite non-negative actual values (0 conflicting duplicates; 361 / 364 / 365 dates for 2023 / 2024 / 2025, as declared);
   • ranks slots by mean 2023 intensity per meteorological season (ties to the earliest slot);

   The strongest case against the claim

   1. The idle-power half of the claim is an identity, not a finding. With b = 0.5 and u = 0.5, the paper's own formula gives S_b = S_0 (1−b)u / (b + (1−b)u) = S_0/3, and 11.625/3 = 3.875 exactly. Idle power is constant across policies, so it can't be shifted; adding it to the denominator dilutes the percentage by construction. The Methods say so, but the title ("idle power limit[s] … reductions") and the claim present it alongside empirical results. Absolute assigned carbon saved is unchanged by b. Only the percentage changes. The claim should say the high-idle numbers follow algebraically from the zero-idle ones.
