Mortality uses mkiang public NCHS-derived state-year opioid and T40.4 counts for 2008-2016 and CDC VSRR xkb8-kh2a December 12-month-ending counts for 2017-2021, instead of a direct CDC WONDER MCD export CSV. These are the prereg-named fallbacks when WONDER export is unavailable.
